The federal register released updated notices on the upcoming aluminum and steel tariffs. These changes introduce a 25% additional tariff on aluminum and steel products from all countries, with specific exclusions and requirements outlined below. Notably, the tariffs will apply to derivative aluminum and steel articles, with some exceptions for materials processed in other countries from U.S.-sourced aluminum or steel. ALUMINUM & DERIVATIVES (90 FR 11251):
- Effective 3/12/25 (12:01 am ET), the additional tariff on imports of aluminum and derivative aluminum articles will be 25% for imports from all countries.
- Importers must provide the primary country of smelt, secondary country of smelt, and country of cast on imports of all aluminum articles.
- Importers must provide “any information that may be required, and in such form, as is deemed necessary by CBP”.
- Importers must pay the additional duty based on the declared value of the aluminum content of the derivative articles.
- Importers must provide the kilogram of the aluminum component in addition to the unit of measure required in chapters 1-97.
EXCLUSION:
- The additional tariff does not apply to derivative aluminum articles processed in another country from aluminum smelted and cast in the U.S.
STEEL & DERIVATIVE (90 FR 11249):
- Effective 3/12/25 (12:01 am ET), steel and some derivative steel imports from all countries will be subject to an additional 25% tariff. It is noted that the federal register notice does not mention Turkey or a 50% additional duty for Turkey.
- The effective date for derivative steel articles listed in section (n) of the federal register notice will be issued through a public notice from the Secretary of Commerce.
- Importers must provide “any information that may be required, and in such form, as is deemed necessary by CBP”.
- Importers must pay the additional duty based on the declared value of the steel content of the derivative articles.
- Importers must provide the kilogram of the steel component in addition to the unit of measure required in chapters 1-97.
EXCLUSION:
- The exception is for derivative steel articles processed in another country from steel articles melted and poured in the U.S.
