The annexes at the end of the federal register notices below provide details about the aluminum derivatives and steel derivatives that will be subject to additional tariffs. Importers will pay additional duty on the aluminum steel content of the items that are not classified in HTSUS chapters 76 (aluminum) and 73 (steel).
Aluminum Derivatives 90 FR 9807
Imports of aluminum derivatives from all countries will be subject to an additional 25% tariff.
- The additional tariff does not apply to derivative aluminum articles processed in another country from aluminum smelted and cast in the U.S.
- Effective 3/12/25, aluminum derivative articles listed in HTSUS chapter 76 are subject to the additional tariffs. The effective date for derivative aluminum articles of chapters 66, 83-85, 87-88, 90, 94-96 “shall be effective upon public notification by the Secretary of Commerce, that adequate systems are in place to fully, efficiently, and expediently process and collect tariff revenue for covered articles.”
Steel Derivatives 90 FR 9817
Imports of steel derivatives from all countries except Turkey will be subject to an additional 25% tariff. An additional 50% tariff will be assessed on imports of steel derivates from Turkey.
- The exception is for derivative steel articles processed in another country from steel articles melted and poured in the US.
- Although the notice references an effective date of 3/12/25 for derivative steel imports from Argentina, Australia, Brazil, Canada, EU countries, Japan, Mexico, South Korea, the Ukraine, and the United Kingdom, the notice also states “Except as otherwise provided in this proclamation, all imports of derivative steel articles specified in Annex I to this proclamation … shall be subject to an additional 25 percent ad valorem rate of duty, with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on the Commerce certification date in clause 8.”
Reciprocal Tariffs
The new administration started an investigation about imposing reciprocal tariffs on imports from countries with existing tariffs on U.S. imports into those countries. The tariffs will not be imposed yet to allow the other countries time to either lower or eliminate their tariffs on U.S. imports.
