U.S. Customs Guidance: Tariffs on Copper

President Trump signed a Proclamation to adjust tariffs on copper. All imports of semi-finished copper products and intensive copper derivative products will be subject to a 50% tariff, effective August 1, 2025. This tariff is in addition to any other duties, fees, exactions, and charges applicable to such products. Non-copper content of an article will be subject to all other applicable tariffs.

The provisional HTS codes are:
9903.78.01 – Applies 50% duty on semi-finished copper products and intensive copper derivative products.
9903.78.02 – Applies 0% duty on the non-copper content of semi-finished copper products and intensive copper derivative products. This is also the provisional HTS code for imported goods that do not contain copper.
9903.01.33 – Exempts products subject to Section 232 from IEEPA reciprocal tariffs.

Exemption:
If the semi-finished copper products and intensive copper derivative products are subject to both the additional 50% Section 232 duty and Section 232 duties on automobiles and auto parts, the 50% Section 232 duties do not apply.
