Member states of the International Maritime Organization (IMO) voted to delay by one year the adoption of its global net-zero greenhouse gas framework for shipping. The motion, proposed by Singapore and pushed forward by Saudi Arabia, passed with 57 votes in favor, 49 against, and 21 abstentions during a session of the Marine Environment Protection Committee in London.

Some countries led efforts to delay the measure, with the U.S. threatening sanctions, port fees, and visa restrictions on countries that supported the plan.

Industry groups including BIMCO, the International Chamber of Shipping, and the World Shipping Council, which had supported the net-zero framework earlier this year, called the delay a major setback for decarbonization goals.
