The West Coast MTO Agreement (WCMTOA) announced today the Traffic Mitigation Fee (TMF) at the Ports of Los Angeles and Long Beach will increase 4.2 percent effective August 1, 2020.

The TMF will increase to $33.47 per twenty-foot equivalent (TEU) and $66.94 for all other size containers. The TMF is required for most non-exempt cargo movement during peak hours (Monday through Friday, 3 a.m. to 6 p.m.). Exempt containers include empty containers; import or export cargo that transits the Alameda Corridor in a container and subject to a fee from the Alameda Corridor Transportation Authority; transshipment cargo; empty chassis and bobtail trucks.

The program, called OffPeak, provides regularly scheduled night or Saturday shifts to handle trucks delivering and picking up containers at the ports. The program is aimed at reducing port congestion and air pollution in Los Angeles and Long Beach.
