Effective November 1, 2025, the U.S. will impose new tariffs under a presidential proclamation adjusting imports of medium- and heavy-duty vehicles (MHDVs), related vehicle parts, and buses. A 25% duty will apply to covered MHDVs and certain vehicle parts, while a 10% duty will apply to imported buses. These tariffs apply to goods entered for sale on or after November 1, 2025 and will remain in effect unless modified or terminated by further action.   • 25% duty applies to most MHDVs and related parts

  • 10% duty applies to buses and certain vehicle components

  • Vehicles or parts qualifying under USMCA may receive partial or full exemptions based on U.S. or non-U.S. content, pending approval from the Department of Commerce.

  • Foreign Trade Zone entries made on or after November 1 must be admitted as privileged foreign status.

Country-Specific Tariff Guidance:

  • For imports from European Union countries:

    • Items with a base duty ≥ 15% ad valorem → 0% additional Section 232 duty.

    • Items with a base duty < 15% → combined 15% total rate (Column 1 + Section 232).

  • For Japan:

    • Same thresholds apply—0% for ≥ 15%, 15% combined for < 15%.

  • For the United Kingdom:

    • 10% combined total rate applies to qualifying auto parts used in U.K. automobile production.

MHDVs and related parts are excluded from other Section 232 measures (steel, aluminum, copper, etc.) and certain reciprocal/IEEPA tariffs.
