On September 17, 2025, the Bureau of Industry and Security (BIS) issued an interim final rule establishing an inclusion process to add automobile parts to Section 232 tariffs.

Key details:

• Submission windows open four times a year: January, April, July, and October.
• The first window opens October 1, 2025.
• Domestic producers can submit inclusion requests via AutoInclusions@trade.gov.
• After review, non-confidential requests will be posted for 14 days for public comment.
• A final decision will be issued within 60 days, including the rationale.
• The rule is effective immediately, with a comment period open until November 3, 2025.
