U.S. Customs and Border Protection (CBP) remains operational during the government shutdown. Cargo clearance, ABI support, ACE, OR&R, FP&F, permits, FTZ, and bonded warehouse requests continue as usual. Tariff enforcement also remains active, including implementation of the new Section 232 tariffs on lumber and furniture set for October 14.

Some other federal agencies are experiencing interruptions:

  • Bureau of Industry and Security (BIS) & State Department DDTC: Most export licensing and related services are paused, except for emergencies.

  • USTR: Fully operational; USMCA enforcement continues.
  • USITC: Tariff schedule updates continue. Trade remedy investigations suspended except for essential litigation.

  • CBP Refunds: Refunds and ACH payments are on hold due to funding restrictions but will resume once Treasury guidance allows.

  • The Federal Maritime Commission (FMC) is operating with only its sitting commissioners, as most department staff have been furloughed during the shutdown.

Ports of entry remain open and staffed, but if your cargo requires approvals from agencies outside of CBP, please anticipate possible delays.
