U.S. Customs Issues New Guidance on Aluminum, Steel and De Minimis Shipments

50% Aluminum and Steel Tariff Updates

U.S. Customs and Border Protection (CBP) released CSMS # 65936615 (Aluminum) and CSMS # 65936570 (Steel) adding more aluminum and steel derivative products to Annex I of Proclamation 10895 for aluminum and Proclamation 10896 for steel. These updates apply to goods entered for sale or withdrawn from the warehouse for sale on or after August 18, 2025, 12:01am ET. Please refer to the CSMS messages for full details and HTS codes.

De Minimis Suspension for All Countries

In addition, CBP released CSMS #65934463 with further guidance regarding the processing and duty collection of de minims international mail shipments. Per an Executive Order released in July, effective August 29, 2025, de minimis duty-free treatment will no longer be available for shipments entering into the U.S., including those entering through international mail. Please refer to the CSMS message with detailed instructions on how to comply with the requirements for international mail.
